NOTICE OF RACE

Organizing Authority

The Organising Authority is the Sports Nautiques de l’Eau d’Heure club (S.N.E.H.) in co-operation with the Micro Class of Belgium (M.C.B.) and the International Micro Cupper Class Association (I.M.C.C.A.) and under patronage of the Belgian French Federation of Yachting (F.F.Y.B.) and the Royal Belgian Federation of Yachting (F.R.B.Y.).

1.

Rules

1.1 The regatta will be governed by the “Rules” as defined in The Racing Rules of Sailing 2009-2012 (RRS).
1.2 The rules for the navigation on the Plate Taille lake shall apply.
1.3 RRS Appendix P shall apply.
1.4 When protesting about an incident in the racing area, a Boat shall display the red flag as described in RRS 61.1(a). This changes RRS 61.1(a).
1.5 Micro Class rules edition 2006-2009, extended 2010-2012 (MCR), IMCCA Regulations B and C (“Euro-Micro”) and specifications for the “Tour de France Micro” shall apply. References to he ISAF Equipment Rules of Sailing (ERS) in the Class Rules are related to Edition 2005-2008 of these rules.
1.6 The Sailing Instructions (SI) may change the RRS, the MCR and the rules of these NOR.

Advertising

2.1 Advertising will be restricted to Category C according to RRS 79 and Advertising Code – Regulation 20 and special restriction:
BELGIUM (LAW of 10/12/1997): Advertising for tobacco products is prohibited
2.2 Boats may be required to display advertising of an event sponsor on each side on the forward 25% of the hull.

3.

Eligibility and Entry

3.1 The regatta is open to all boats of the Micro Class.
3.2 Each competitor shall be full member of his National Micro Class Association and holder of a valid sailing license as required by its National Federation.
3.3 Boats build after December 31st, 2009 shall have ISAF plaque affixed at a conspicuous location, see IMCCA Regulation F.
3.4 Eligible boats may enter by using the entry form entry.microclass.be and sending it by e-mail or fax to:

4.

Fees

4.1 Required fees are as follows: Boat entry fee: EUR 35.
Payment in cash (Euro) during enrolment at the registration desk.
4.2 Early entries, paid before October 11th, are at reduced fee EUR 30.

5.

Schedule

5.1 Registration:

ONLY Saturday October 15th from 10:00 to 12:00

5.2 Racing is scheduled as follows:
The number of races scheduled is nine (9).
The scheduled times of the warning signal for the first race are:
  • Saturday October 15th, 2011 at 12:00.
  • Sunday October 16th, 2011 at 10:00.
    Last start no later than Sunday October 16th, 2011 at 15:30.
5.3 Social events:
  • Saturday October 15th, 20:00: Crew dinner.
  • Prize giving on Sunday October 16th, at about 17:00.

6.

Equipment and Measurement Controls

6.1 Each boat shall show a valid measurement or rating certificate.
6.2 Equipment and Measurement controls may be conducted before, during or after the races.

7.

Sailing Instructions

The Sailing Instructions will be available after 08:00 on Saturday October 15th, 2011 at the regatta office.

8.

Venue

The regatta will be held at lake of the Plate Taille in Belgium.

Caution: for crews using to follow the Charleroi inner ring (R9), the exit 5 Couillet / Philippeville is closed for road works, you should use only exit 4 Beaumont / Philippeville, then outer ring R3 direction Philippeville, exit 8 begins in a tunnel and the slope is very steep!

The courses to be sailed will be as follows:

Scoring

The Micr’Eau d’Heure counts for the ranking of the “Euro-Micro 2011”, the “Tour de France Micro 2011” and the Belgian Micro Ranking 2011.
11.1 There will be a general ranking on real time for the Micro class and a ranking will be extracted from the general ranking, for each division “Proto”, “Racer” and “Cruiser”.
11.2 There will be an experimental ranking on French National Handicap for the results transmitted to Micro Class France for the “Tour de France Micro” experimental ranking. Handicaps of boats not found in the H108 or H109 of the FFVoile shall be allotted by the Event Measurer.
11.3 The Low Point scoring system of Appendix A shall apply.
11.4 Three races are required to be completed to constitute a series.
11.5.  a When fewer than four races have been completed, a boat’s series score shall be the total of her race scores.
11.5.  b When four to seven races have been completed, a boat’s series score shall be the total of her race scores excluding her worst score.
11.5.  c When eight races have been completed, a boat’s series score shall be the total of her race scores excluding her two worst scores.

12.

Support boats

Support boats shall:
  • ask authorisation to go afloat by filling in a request form;
  • keep clear of the racing area during the races;
  • help to rescue on demand of the race committee;
  • be marked with national flag.

13.

Berthing and Parking

Boats and trailers shall be kept in their assigned places.

14.

Haul-out restrictions

Boats shall not be hauled out during the regatta except:
  • with and according to the terms of prior permission of the race committee;
  • after the last race of the last day.

15.

Radio Communications

A boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones.

16.

Prizes

Prizes shall be given as follows:
  • the first of the Micr’Eau d’Heure 2011 in General Ranking;
  • the first of the extracted ranking in divisions Proto, Racer and Cruiser, if not the first in general ranking;
  • one prize for each boat.

17.

Disclaimer of Liability
Competitors participate in the regatta entirely at their own risk. See Rule 4, Decision to Race. The Organising Authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.

18.

Insurance

Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of EUR 500 000,00 per event or the equivalent.

Citizens of nations out of the European Union (RUS, KAZ, UKR,...), needing a visa to travel to Belgium, should contact the organiser as soon as possible in order to receive an official invitation.
